PPCC Begins Distribution of ICT Equipment to Strengthen E-GP Implementation
The Public Procurement and Concessions Commission (PPCC) has commenced the distribution of Information and Communication Technology (ICT) equipment to Ministries, Agencies, and Commissions (MACs) participating in the second phase of the Electronic Government Procurement (e-GP) rollout, marking another important milestone in Liberia’s public procurement reform agenda.
As part of its Change Management Mechanism for the successful implementation of the e-GP System, PPCC is providing essential ICT resources, including computers and printers, to fifty (50) participating MACs. The intervention is aimed at strengthening institutional readiness, improving access to the e-GP platform, and ensuring that procurement practitioners have the necessary tools to effectively conduct procurement activities electronically.
The Electronic Government Procurement (e-GP) System is a digital procurement platform designed to modernize public procurement processes by enabling government institutions and suppliers to perform key procurement activities electronically, including procurement planning, vendor registration, bidding, evaluation, contract management, and reporting. The system is expected to enhance transparency, accountability, efficiency, and value for money in public procurement.
The first phase of the equipment distribution commenced on August 4, 2026 with five (5) institutions receiving ICT equipment from PPCC. The beneficiary institutions include the Ministry of State for Presidential Affairs, the Civil Service Agency (CSA), the Liberia Water and Sewer Corporation (LWSC), the Ministry of Labour, and the Liberia Telecommunications Authority (LTA).
The distribution follows months of hands-on training, stakeholder engagement, and practical orientation aimed at preparing institutions and users for the transition from manual procurement processes to an electronic procurement environment.
Speaking during the delivery exercise, PPCC Executive Director/Chief Executive Officer, Hon. Bodger Scott Johnson, highlighted that the initiative represents more than the provision of technology, emphasizing that it is an investment in institutional transformation and improved public service delivery.
According to the Executive Director, the successful implementation of e-GP requires institutional preparedness, appropriate technological infrastructure, and the commitment of users to embrace new approaches to managing public procurement.
The provision of ICT equipment will enable beneficiary institutions to better access the e-GP platform, manage procurement activities digitally, maintain electronic records, and improve coordination among procurement stakeholders. It also complements PPCC’s broader change management efforts, including training, technical support, stakeholder engagement, and awareness activities.
Beneficiary institutions have been encouraged to utilize the equipment responsibly, ensure proper maintenance, and dedicate the resources toward supporting procurement operations and other activities related to the successful implementation of the e-GP System.
Representatives from the beneficiary institutions expressed appreciation for PPCC’s continued support and described the intervention as a reflection of the strong partnership between PPCC and government institutions in advancing public sector reform. They highlighted that the provision of ICT equipment will significantly strengthen their capacity to participate effectively in the e-GP system and improve the efficiency of their procurement operations.
They also further noted that the e-GP initiative aligns with the Government of Liberia’s broader development priorities, including the ARREST Agenda, by promoting transparency, accountability, efficiency, and improved governance in the management of public resources. They emphasized that digital transformation of procurement processes will contribute to better service delivery and more effective use of government resources.
Through the continued rollout of e-GP and the provision of critical institutional support, PPCC remains committed to advancing a more transparent, efficient, accountable, and technology-driven public procurement system that delivers greater value to the people of Liberia.
