Public Procurement and Concessions Commission (PPCC) Mourns the Passing of Commissioner Roosevelt A.K. Woods
The Public Procurement and Concessions Commission (PPCC) announces with profound sadness the passing of Commissioner Roosevelt A.K. Woods, who departed this life on the night of August 2, 2026, at the John F. Kennedy Medical Center (JFK) following a brief illness.
Commissioner Woods served the PPCC with distinction, integrity, and an unwavering commitment to advancing transparency, accountability, and good governance in Liberia's public procurement and concessions system. First appointed to the Board of Commissioners in December 2018 and reappointed in April 2023, he played a vital role in providing strategic policy direction and oversight to the Commission during a critical period in the country's procurement reform agenda.
Throughout his tenure, Commissioner Woods was recognized for his thoughtful leadership, sound judgment, and steadfast dedication to strengthening the institutional framework of public procurement. His contributions to policy deliberations, governance, and the promotion of fairness, transparency, and value for money in public procurement helped reinforce the Commission's mandate and mission. He was a respected colleague whose professionalism, humility, and commitment to public service left a lasting impression on everyone who had the privilege of working with him.
Prior to his appointment to the PPCC, Commissioner Woods built a distinguished career as a human rights advocate and civil society leader, serving as Executive Director of the Foundation for International Dignity (FIND), where he championed democratic governance, accountability, and the protection of human rights.
Commissioner Woods held a Master of Public Administration degree in Public Sector Management from Cuttington University Graduate Program and a Bachelor of Arts degree in Mass Communication from Bayero University in the Federal Republic of Nigeria.
Beyond his professional accomplishments, Commissioner Woods was a devoted family man whose warmth, wisdom, and compassion endeared him to colleagues and friends alike. His passing is a tremendous loss to the PPCC and to the nation.
The Management and Staff of the Public Procurement and Concessions Commission extend their deepest condolences to his wife, children, the entire Woods family, and all who mourn this irreparable loss.
