Information and Communication Technology (ICT) Division
Overview
The Information and Communication Technology (ICT) Division of the Public Procurement and Concessions Commission (PPCC) is responsible for managing, maintaining, and advancing all digital systems and technology-driven operations of the Commission.
The Division ensures that PPCC’s ICT infrastructure is reliable, secure, and supportive of the Commission’s overarching mandate to promote transparency, accountability, and efficiency in public procurement and concessions administration across Liberia.
Headed by a Director, the ICT Division provides technical leadership and digital solutions that enhance institutional performance, streamline operations, and enable data-driven decision-making.
Core Roles and Functions
1. Infrastructure and Network Management
- Maintain and secure the Commission’s computer systems, servers, and network connectivity.
- Ensure reliable internet access and seamless ICT operations across all PPCC offices.
- Provide timely ICT support to staff to enhance operational efficiency.
- E-Government Procurement (e-GP) System Support.
- Manage and provide technical support for the Liberia Electronic Government Procurement (e-GP) platform.
- Facilitate system training, user support, and troubleshooting for procurement entities and suppliers.
- Coordinate with technical partners to ensure continuous functionality and improvement of the e-GP system.
3. Data Management and Security
Safeguard the confidentiality, integrity, and availability of all Commission data.
- Implement and monitor cybersecurity protocols to protect sensitive procurement and concessions information.
- Oversee data backup and disaster recovery systems.
4. Systems Development and Innovation
- Develop, maintain, and upgrade ICT systems and applications to meet emerging institutional needs.
- Drive digital transformation initiatives aimed at modernizing PPCC operations.
- Explore and integrate innovative technologies to enhance transparency and service delivery.
5. Technical Support and Capacity Building
- Operate the Commission’s ICT helpdesk and provide prompt user support services.
- Conduct regular ICT training and capacity-building sessions for PPCC staff and external stakeholders.
- Promote ICT literacy to enhance the adoption and utilization of digital tools.
6. Website and Digital Communication Management
- Manage and update the PPCC official website to ensure timely and accurate dissemination of information.
- Support digital communication platforms to strengthen internal collaboration and public engagement.
