Public Procurement and Concessions Commission Strategic Plan 2025-2029
The Public Procurement and Concessions Commission (PPCC) comprehensive Five-Year Strategic Plan (2025-2029) is to transform public procurement and concessions in Liberia. Aligned with the national ARREST Agenda for Inclusive Development (AAID), this plan serves as a roadmap to enhance transparency, efficiency, and accountability across all government spending.
The strategy is built on seven core pillars designed to strengthen the entire procurement ecosystem:
- Strengthen Institutional Governance and Oversight: Enhancing the PPCC's internal leadership, policies, and staff capacity.
- Promote Gender-Inclusive and Professional Public Procurement: Ensuring equal opportunities and empowering women throughout the procurement process.
- Build National Procurement Capacity: Training procurement committees and practitioners nationwide and supporting the rollout of the e-GP system.
- Strengthen Monitoring, Compliance, and Evaluation: Ensuring procuring entities adhere to regulations through robust oversight and field visits.
- Strengthen Legal Framework and Contract Integrity: Modernizing regulations, standardizing documents, and introducing a Common User Price Index.
- Improve Communication, Transparency, and Public Engagement: Using multimedia campaigns, forums, and feedback mechanisms to foster public trust.
- Ensure Financial Integrity and Resource Optimization: Implementing modern financial systems like IPSAS and QuickBooks for accountable resource management.
This ambitious plan, with a total programmatic budget of approximately USD $2.23 million, will be rigorously monitored and evaluated to ensure it delivers tangible results, fostering good governance and contributing directly to Liberia's national development.
