Mr. Barsay M. Dowah
Barsay M. Dowah is a seasoned public procurement professional and YALI Alumnus, currently serving as Compliance Director at the Public Procurement and Concessions Commission (PPCC) of Liberia. He has played a pivotal role in promoting good governance and sustainable development by ensuring compliance with the Public Procurement and Concessions Act (PPCA) and advancing international best practices in procurement.
He holds a Master’s in Public Administration (MPA) from the University of Liberia, a Bachelor of Business Administration (BBA) from the African Methodist Episcopal University, and a Postgraduate Diploma from the World Bank sponsored Financial Management Training Program (FMTP). He has further strengthened his expertise with a professional certificate in Procurement and Supply from the Chartered Institute of Procurement and Supply (CIPS) and a Contract Management Certificate from the Ghana Institute of Management and Public Administration (GIMPA).
Mr. Dowah has provided technical leadership on procurement compliance reviews for major government and donor-funded projects across infrastructure, education, agriculture, and health. His guidance has supported initiatives such as FARA, the Global Fund, Disbursement Linked Indicator (DLI), and the Liberia Emergency Food Procurement Program. A strong advocate of integrity in public service, he upholds transparency, accountability, and efficiency as essential pillars of sustainable economic development.
