PPCC Moves To Strengthen Staff Capacity In Green Procurement

The Public Procurement and Concessions Commission (PPCC), with support from the World Bank, has commenced efforts to strengthen staff capacity in Green Procurement as part of Liberia’s broader public procurement reform agenda.

Several PPCC staff members participated in an introductory capacity-building session on Green Procurement aimed at enhancing their understanding of sustainable public procurement practices, particularly in light of the ongoing rollout of Liberia’s first Electronic Government Procurement (e-GP) System. The session was held on Tuesday, June 9, 2026, at the World Bank’s Congo Town office.

Green Procurement is increasingly recognized as a vital component of modern public procurement systems and a key tool for advancing sustainable development goals. Under the Government of Liberia’s procurement reform program, the adoption of Green Procurement practices seeks to integrate environmental considerations into public purchasing decisions, promote responsible resource utilization, minimize environmental impacts, and support long-term economic growth. The training session was organized to complement ongoing efforts to modernize Liberia’s public procurement framework in line with international best practices. Participants were introduced to the principles, objectives, and practical applications of Green Procurement, with particular emphasis on promoting environmentally sustainable products, services, and works through procurement processes.

Discussions also highlighted the importance of incorporating sustainability criteria into procurement planning, bidding procedures, contract management, and supplier engagement. These measures are intended to enhance transparency, fairness, competition, and value for money across public procurement activities.

Speaking at the event, PPCC Executive Director, Bodger Scott Johnson underscored the importance of Green Procurement in advancing the Government of Liberia’s development agenda and its commitment to sustainable growth.

The training forms part of a series of reform initiatives being implemented by the PPCC in collaboration with development partners to improve the efficiency, effectiveness, and sustainability of Liberia’s public procurement system.
