World Bank Practice Manager Holds High-Level Meeting with PPCC

The World Bank Practice Manager, Ms. Nazaneen Ismail Ali, on Monday, June 15, 2026, led a delegation to the Public Procurement and Concessions Commission (PPCC) in Monrovia as part of her official mission to Liberia.

During the meeting, the PPCC provided updates on the implementation of Liberia’s Electronic Government Procurement (e-GP) System, the recently approved 2026 Public Procurement and Concessions Act (PPCA), and the revised Public Procurement Regulations. The revised regulations offer detailed guidance on the provisions of the 2026 PPCA, including the operation of the e-GP System, Sustainable Public Procurement, Gender-Sensitive Procurement, Public-Private Partnerships (PPPs), concessions management, and other key areas of collaboration aimed at strengthening project implementation.

The Commission informed the visiting delegation that 56 procuring entities, including state-owned enterprises, have been onboarded onto the e-GP System and are actively conducting procurement transactions. Additionally, more than 900 businesses are now registered on the platform and use it to submit bids and respond to public procurement opportunities.

The discussions also provided an opportunity to identify areas for continued collaboration between the World Bank and the PPCC to further enhance procurement efficiency, transparency, and accountability across the public sector.

The update reflects growing engagement with the e-GP System and demonstrates increasing adoption by both public and private sector stakeholders involved in procurement processes.
The meeting brought together senior officials from both institutions, including PPCC Executive Director Bodger Scott Johnson, World Bank Senior Public Sector Specialist and Task Team Leader (TTL) Bonnie Ann Sirois, and some directors of the Commission.

Both parties reaffirmed their commitment to advancing public procurement reforms in Liberia. Key areas of focus include restructuring the e-GP Project to support the development of a locally managed and home-based e-GP System, as well as strengthening the professionalization of public procurement through capacity-building initiatives, long- and short-term training programs, and internationally recognized professional certifications and accreditations.
